Taximeters and taximeter equipment

Taximeters are used to calculate and display the fare to be paid for the trip. The fare is based on the duration of the trip and/ or the travelled distance.

CE-marking of taximeters

The directive 2014/32/EU has come in to force at the 20th of April 2016. The directive is implemented in to Swedish law by the Swedish authority Swedac. The regulation for measurement is STAFS 2016:1 (Styrelsens för ackreditering och teknisk kontroll (SWEDAC) föreskrifter (STAFS 2016:1) om mätinstrument) and the regulation for taximeters is STAFS 2016:8 (Styrelsens för ackreditering och teknisk kontroll (SWEDAC) föreskrifter om taxametrar).

The Measurement directive (2014/32/EU) is requiring that the technical documentation must include an adequate analysis and assessment of the risks. Some sources of risk(s) can be considered obvious, while other security threats may require more detailed analysis. A risk assessment is required for the modules A, A2, B, D1, E1, F1, G, H and H1. Often, the functionality involved is controlled by software in the instrument. Both the availability, integrity and confidentiality should be subject to a risk analysis.

We are a notified body for MID (directive for measurement instruments 2014/32/EU) and can carry out testing and examination to verify the fulfilment of the requirements, regardless which combination of modules the manufacturer chooses.

When the requirements have been fulfilled all necessary documents in order for the manufacturer to be allowed to CE-mark the product and put it on the common market (EU/EES) are issued.

Quality systems

Apart from testing we can also carry out examinations and audits for module D and H1 and if there is a need for it also carry out audits for ISO 9000.

 

Products approved according to STAFS 2016:11

Products approved according to STAFS 2006:11 is allowed to be put on the market and brought into use as long as there is a valid EC type Examination Certificate. An EC type Examination Certificate granted before the 20th of April, 2016 cannot be prolonged.

Products, which have been approved according to STAFS 2006:11 and have only been changed regarding some smaller part may be included in a previous approval (after examination).

National approval of taximeter equipment

We are an accredited certification body for STAFS 2012:5 (Swedacs föreskrifter och allmänna råd om tillsatsanordningar till taxametrar) and can carry out testing and examination to verify that the national requirements for taximeter equipment are fulfilled and issue an approval (certificate).

Approval process

The approval process consists of mainly two parts: Type examination of the product and inspection of the quality system for production at the premises of the manufacturer.

 

The type examination comprises examination of documentation, functional testing, environmental testing and examination of software.

Inspection of the quality system is carried out at the premises of the manufacturer and surveillance audit is carried out once a year.

When the product is approved it can be marked with STAFS 2012:5 and its approval number and be put on the marked.

STAFS 2012:5

According to STAFS 2016:8 (Swedacs föreskrifter taxameterar), a printer must be connected to the taximeter in order to be used on the Swedish market. The requirements for taximeter equipment (printer and software for special functions) can be found in STAFS 2012:5, which came into force 1st of October, 2012 replacing STAFS 2006:17.

STAFS 2012:5 is updated through STAFS 2016:15 (Swedacs föreskrifter om ändringar i Styrelsens för ackreditering och teknisk kontroll (SWEDAC) föreskrifter och allmänna råd (STAFS 2012:5) om tillsatsanordningar till taxametrar).

Products approved according to STAFS 2016:17

Products approved according to STAFS 2006:17 is allowed to be put on the market and brought into use as long as there is a valid marking permit. Marking permits granted before the 1st of October, 2012 cannot be prolonged.

Products, which have been approved according to STAFS 2006:17 and have only been changed regarding some smaller part may be included in a previous approval (after examination).
If other requirements are valid for other countries we may be able to carry out testing for those as well.

For countries outside EU testing can also be carried out according to the European standard EN 50148 Electronic taximeters.
